This is the UK, not all of Europe.

The UK pursued a silly Herd Immunity and “its just the flu” coverage at the beginning, so that they’re in a a lot worse place to deal with testing than the remainder of the continent. They’re simply beginning mass testing now (on a trial foundation, in one metropolis).

The remainder of Europe is already nicely previous this stage and is simply testing folks flagged by contact tracing.
