The Medical Council of India (MCI) in an affidavit filed earlier than the Supreme Court knowledgeable that there cannot be examination centres outside India for holding the National Eligibility Entrance Test (NEET) scheduled for September 13.
The affidavit got here in response to a petition filed by a NEET aspirant’s father located in Middle East who has sought the undergraduate MBBS entrance examination to be both made on-line or an examination centre be offered for near 4000 NEET candidates caught within the Gulf nations because of the COVID-19 pandemic. The petition is listed earlier than a bench headed by Justice LN Rao on Monday.
The MCI in its affidavit filed by way of advocate Gaurav Sharma mentioned that holding an internet examination is out of query as NEET follows a “paper-book format” and it’ll compromise the “uniformity” of examination. This is in contrast to the Joint Entrance Examination (JEE) for engineering programs which is scheduled to be held each on-line and offline from September 1-6 in India and 9 centres outside India, with six of them located within the Middle East.
The MCI even objected to the demand for NEET examination centres in Qatar and the Gulf Cooperation Council (GCC) nations for NEET candidates caught there. The affidavit mentioned, “….in order to fairly conduct an examination like NEET, which has to be a uniform examination, it is imperative that the examination is conducted at the same time everywhere, which shall not be possible, if examination is conducted in outside countries due to various reasons including different time zones, logistical issues, secrecy of test papers, etc being a booklet-based examination.”
The petitioner Abdul Azeez has cited the shortage of flights and a global journey blockade introduced by Indian authorities in view of COVID-19 pandemic. In response, the MCI mentioned, “The Government of India has permitted travel to and from other countries, through “Vande Bharat Mission”. It is submitted that Indian Government, below the mentioned mission, permitted Indian residents, together with Overseas Citizens of India, to come back to India by particular flights.”
The MCI cited logistical and operational difficulties in holding examination outside India. To maintain NEET in India is a year-long train which requires advance identification of exam facilities, appointment of workers and invigilators and cautious planning and execution. The Centre can have no management over examination centres overseas and detailed planning will be required to move query papers throughout the globe, notably when 16 lakh college students are showing for the examination, the MCI said.
The chance of leakage of query papers cannot be dominated out if examination is to occur concurrently in a number of nations at totally different time zones. Even the supply of getting separate query papers for various nations was dominated out, as the problem stage of questions is not going to be uniform, MCI mentioned.
Both the Centre and MCI are on the identical web page in denying the request of the petitioners. The Court had issued discover to Centre on July 29 on Azeez’s petition and had sought response of MCI on the final date. Already, the Court has refused to postpone NEET and JEE exams in a separate petition heard by a bench headed by Justice Arun Mishra on August 17.
Options are restricted for Azeez and near 4000 college students whom he represents. In a rejoinder affidavit, Azeez’s attorneys have mentioned that even when college students attain India, quarantine protocols is not going to enable them to look for the examination on September 13. States like Kerala have enforced a 28-day obligatory quarantine.
Students giving JEE on September 1-6 at their exam centres within the Middle East and who then have to look for NEET in India have solely a six-day hole between the 2 exams. The petitioner has requested the Court to think about the extraordinary circumstances and grant exam centres in Middle East or waive off the obligatory quarantine protocols to allow college students to look within the examination.
