MOSCOW—Belarus opposition chief Svetlana Tikhanovskaya re-emerged after fleeing to neighboring Lithuania, calling for new protests and piling additional stress on the nation’s longtime chief, President Alexander Lukashenko, after final weekend’s disputed election.
