A majority of corruption-related complaints “are not examined timely” by authorities departments, probity watchdog Central Vigilance Commission (CVC) has stated, asking them to replace standing of such plaints on its on-line platform inside the prescribed time restrict.
The CVC expressed concern over the problem in an order issued on Thursday to the Chief Vigilance Officers (CVOs) — who act as distant arm of the Commission to verify corruption — of Central authorities departments and public sector banks, amongst others.
Citing its grievance dealing with coverage and vigilance handbook, it stated complaints are despatched to the CVOs for vital motion by means of grievance monitoring system (CMS utility).
Though, the CVOs will not be required to answer/report, they’ve to look at and resolve on such complaints inside one month of receiving them from the Commission, as per deadlines prescribed for varied vigilance actions, the CVC stated within the order.
Further, the vigilance handbook additionally prescribes that the complaints despatched to the CVOs for vital motion have to be referred again to the Commission for recommendation, if they’ve been investigated and a vigilance angle has come to note in opposition to an officer falling underneath the jurisdiction of the Commission, it stated.
If any such complaints are taken up for inquiry/investigation by the CVO, the time restrict of 12 weeks for completion of investigation and submission of report would apply, the CVC stated.
Otherwise, such complaints require no additional reference to the Commission and are to be disposed of by the departments/organisations themselves after taking vital motion, it stated.
The CVOs ought to replace the standing of complaints despatched for vital motion on the Commission’s web site (in CMS utility), the anti-corruption watchdog stated.
“It has been observed that majority of such complaints sent for necessary action are not examined timely and not updated regularly. The Commission has noted this issue with concern and accordingly, all CVOs are advised to promptly update the status of action taken on each complaint sent for necessary action on Commission’s portal,” it stated.
